The Annual Parish Meeting of Newby Parish Meeting was held on Monday 20th May 2024 at 7.30 pm in Morland and Newby Village Hall
Present
Tim Somerville (Chairman), Ian Willan (Vice Chairman), Meg Hancock (Clerk) together with 17 residents.
Item 1. Apologies for Absence
Apologies for absence were received from Neil McCall, David Jones and Joyce Berry
Item 2. Appointment of Officers
a) Chairman
Nomination Tim Somerville
Proposed Terence Skelton
Seconded Andrew Howe
There being no other nominations Tim Somerville was duly elected as Chairman of Newby Parish Meeting for the coming year.
b) Vice Chairman
Nomination Ian Willan
Proposed Steve Fawcett
Seconded Christine Makin
There being no other nominations Ian Willan was duly elected as Vice Chairman of Newby Parish Meeting for the coming year.
Item 3. Minutes of the last meeting
The minutes of the last meeting held on 11th October 2023 were available on the web site and it was agreed that they would be taken as read. There being no matters arising the minutes were approved as a true record and were signed by the Chairman.
Item 4. Financial Statement and Approval of the Accounts
The Statement of Accounts and Bank Reconciliation were made available to the meeting.

The Annual Internal Audit Report was approved by the Meeting.
The Annual Governance Statement was approved by the Meeting.
The Accounting Statement was approved by the Meeting.
The Certificate of Exemption was approved by the Meeting.
Item 5. Cheque payments due
There were 6 cheque payments due:
CALC – Annual subscription - £48.64
M Hancock – Clerk fee - £350
Morland and Newby Village Hall – Room hire - £12.00
Mrs A Cleasby – Internal audit for 2024 - £20.00
M Hancock – reimburse Ionos invoice for Domain Name - £37.20
Great North Air Ambulance – donation - £100.00
These were approved and the cheques duly signed
Item 6. Land Letting
Long Mile Lane - £5 – Colin Howe
Gilmoredale - £20 – Robert Ellwood
Vestry Lane – £25 - Tim Somerville
Cottage Garden and Brow – Henry Strong - £40 – Letting agreed for a further 5 years to Henry Strong @ £40 per year up to March 28.
Item 7. Asset Register
The Asset Register was reviewed. The computer has been added, it was approved by the meeting and signed.
Item 8. Planning
23/0579 – Retrospective increase in height of barn by 1 metre and addition of cladding, solar panels and roof lights – Newby End, Newby – Ms Katya Thomas – Granted – this was noted
23/0651- Construction of new domestic garage with ancillary residential annexe above – Barn south of Newby – Mr Dixon – response – no comment. The trees on the brow may need to be cut back.
2023/1067/FPA – Design amendments to the garage to include solar panels on roof and a new window – Corner House, Newby – Mr and Mrs Alderton – granted. This was noted. The clock tower was remarked upon, Mrs Alderton confirmed that it is not working yet.
2024/0035/RMA – Reserved matters for access, appearance, landscaping, layout, and scale re 22/0783 – rear of Stanton House, Newby- Ms L Norfolk – Response with comments. Work has already commenced, the ground has been levelled, a wall taken down, drainage started. The water on the lane will need to be drained. The gap in the wall needs to be closed as sheep would be going down.
2024/0456/FPA and 2024/0530/LBC – Alterations to front porch, new windows and air source heat pump – South View, Newby – Clift and Postleworth – response - no comment.
A Planning Register has been prepared and it is available on the web site.
Item 9. Footway lighting
The Westmorland and Furness Council have advised that there would be no recharge for maintenance and power for 2023/2024 and 2024/2025 and that the Council is looking into the whole situation with footway lighting in the area.
Item 10. Computer
The new computer has been purchased and is now in use by the Clerk. A web site has been prepared and is now up and running, it is however work in progress and further work needs to be done. The Agenda and Minutes are published on the web site. The accounts will be added after they have been approved at this meeting.
Item 11. Any other business
a) Stones have been left between Cross House at the start of the lane and the Bothy and they are obstructing the highway, they are causing a problem at the tightest part of the lane. Andrew Howe said he would move them to inside his gate.
b) Westmorland and Furness Council have contacted the Parishes asking if they wished to apply for a 20 mph speed limit for their Parish. The Meeting was asked if they wanted to apply for this, there was no interest in taking it any further.
c) The telephone box was mentioned and concern was expressed about its deteriorating condition and who would maintain it. The Clerk was asked to look back in the records and establish who was responsible for it.
d) The tree in Cottage Garden was discussed and the Chairman confirmed that it is full leaf and there are no dead branches so it is safe enough to stay for the time being.
e) The tree on the verge opposite Terence’s house is getting too big and there are telephone wires running through it. Terence offered to prune it and this was agreed.
f) The 30 mph sign near Apple Tree Cottage has disappeared, the Clerk was asked to report it.
g) The road down to Newby End needs the drains attending to, there is water running down the road.
There being no other business the meeting closed at 8.20 pm.
